Walk the Lekki-Ikoyi Link Bridge at sunset. It's a legitimate tourist activity: pedestrian lane, skyline views, free. Do it around 6pm. Elegushi Beach public sections are free if you enter from the community side, though most people pay the $3 official entry. Muri Okunola Park in Victoria Island (10 minutes from Lekki) is free green space with joggers and families.
Art and culture without paying
Nike Art Gallery on Elegushi Road, five floors, free entry, tip the guide $2 if you take one. Freedom Park on Broad Street in Lagos Island has occasional free evening concerts. Rele Gallery in Ikoyi rotates contemporary shows, free. Terra Kulture's exhibitions are free even if the restaurant is not.
Neighbourhood wandering
Wander Admiralty Way in Phase 1 at dusk to see the food scene turn on. Circle the Lekki Phase 1 estate roads for the architecture, mansions and mosques. Chevron area on the expressway has decent Nigerian street life. If you’re feeling brave, walk down to the fishing pier at Ilaje behind Lekki Phase 1, a proper local slice.
